Hello,

The Server Core image can be created with https://github.com/cloudbase/windows-openstack-imaging-tools.

First of all, the Windows host where you plan to create the instance needs either:

- a version greater or equal to the version of the Windows image that you want to generate
- a recent Windows ADK installed

Secondly, if you use KVM as a hypervisor, you need to install the VirtIO drivers from and to enable hardware virtualization (--enable-kvm option). The drivers can be downloaded from https://fedorapeople.org/groups/virt/virtio-win/direct-downloads/
