Cloudbase-Init networkconfig plugin not executed on vm resize

When resizing a vm (which is deployed with windows 2008 image), the network adapter was changed to an new one. Cloudbaseinit did not set network information again when changing to the new adapter, as the NetworkConfig plugin has been already executed.

The metadata source is config drive, and the networkconfig plugin is used.
