cloudbase-init Windows Server 2008 ISO9660 support

This link (https://ask.openstack.org/en/question...) seems to indicate that cloudbase-init does not work with Windows Server 2008 and config-drive formatted as ISO9660. Can you please confirm or deny this? Thank you!
