http://169.254.169.254/latest/user-data fails with a gateway timeout

Working a deployment of Openstack, from the instances I am able to get into: http://169.254.169.254/latest/meta-data and no problem

but http://169.254.169.254/latest/user-data fails with a gateway timeout, and causes my instances to stop executing the cloudbase-init plugin, so my HEAT templates don't get executed in the user_data part

any ideas, would be great.....
