Cloudbase-Init has actions performed at various stages (called plugins). The one that sets the hostname (and needs a reboot because that's what Windows requires unfortunately) comes before the userdata or the localscripts ones.

The reason why a reboot is performed by cloudbase-init, is that Windows requires a reboot after changing the hostname. Disabling the hostname plugin avoids the reboot.

As by Nova API documentation, the service returns 202 in case of success or 409 when the password is already set. A 403 error leads towards a configuration issue on the Nova API side. Can you check your Nova API configuration (policy.json in particular) to ensure that posting passwords is allowed?
