Hello!
Juju doesn't use any keypair when creating machines on OpenStack. So you cannot retrieve the password set by cloudbase-init on any Nova instance booted with Juju.
The only options are:
Administrator password via node console;If you're using Juju version >= 2.0, you can set the Administrator or the Admin password via Juju run
juju run --machine <machine-id> "net user Administrator <password>"
