I think that I have resolved our problem.

I have set up the old method for ofinterface : ofinterface = ovs-ofctl

Now the network is going up correctly.

Change that we have done to our neutronovsagent.conf [ovs] ovsdbinterface = vsctl ofinterface = ovs-ofctl
