You can use a cirros image with LIS drivers for Hyper-V from here: https://github.com/cloudbase/ci-overcloud-init-scripts/tree/master/scripts/devstack_vm

Or you can create a Nano image using these scripts: https://github.com/cloudbase/cloudbase-init-offline-install
