Hi, a possible networking issue might be related to the MTU, especially when used in conjunction with GRE tunnels. Cloudbase-Init picks the MTU value from the DHCP server, if present. Can you please post your full Cloudbase-Init logs?
What MTU value are you using? If you are using the default (1500), please try to lower it to 1492 first and 1450 if it still does not work.
