The looks like a problem with Cloudbase-Init installation folder, which is required to be on the root partition, at one of these 3 known paths: https://github.com/cloudbase/windows-curtin-hooks/blob/master/curtin/finalize.py#L60
Can you make sure this is the case in your environment?
