Yes Open vSwitch has been ported on Hyper-V and integrated on the master branch of https://github.com/openvswitch/ovs.
We are aiming to solve all the stability issues for 2.4. For major issues you could take a look over https://github.com/openvswitch/ovs-issues/issues.
There is also an effort initiated to create an installer for it, as well as integration with Nova and Neutron on Hyper-V.
After the 2.4 release we will be focusing on performance to get the project to a production ready state.
