From your cloudbase-init config file, is your config value oauth_consumer_key=MAAS_API_KEY[0] literal value? or just replaced by you for security reasons?
On the image building side, please make sure that the submodules are fetched (see -> https://github.com/cloudbase/windows-imaging-tools?tab=readme-ov-file#steps-to-generate-the-windows-image ) and maybe this comment can be of help: https://ask.cloudbase.it/question/3097/problem-deploying-winsrv2019-image-with-maas/?answer=3101#post-id-3101 .
