According to the docs here: https://cloudbase-init.readthedocs.io/en/latest/plugins.html#cloudbaseinit.plugins.windows.createuser.CreateUserPlugin -> if you have enabled this plugin - CreateUserPlugin (it is enabled by default), a user with the name Admin will be created. You can disable the plugin or change the user name to one suited to your scenario.
The list of the default plugins: https://cloudbase-init.readthedocs.io/en/latest/config.html#DEFAULT.plugins You can set the desired plugins in the cloudbase-init configuration file.
