Default class SetHostNamePlugin run first, instances restart , after restart instances get password metadata, I wait a long time since launch instances until completed instance get password metadata succcess. I want to run class SetUserPasswordPlugin completed before SetHostNamePlugin, I want reduce wait times.

The sethostnameplugin will issue a restart if the hostname needs to be changed, this is the reason it is executed first. To change the order or the plugins, you can redefine the plugins entry in the cloudbase-init.conf and cloudbase-init-unattend.conf
