Windows image fail on sysprep

Hi, we have Openstack Juno setup and using Windows instance to update with the recent patches and then use sysprep to generate a RAW image. I am using the attached unattend file - http://pastebin.com/i9qMCsCq however when I try to boot a new instance I get the error as " Windows could not apply the unattend setting during pass specialize". the Setuperr.log says " unattend action failed with exit code 4" As I am calling the cloudbase init configuration file I checked the logs for cloudbase init folder and found the logs as below: "Plugin Sethostnameplugin failed with error cannot set host name : 'The media is write protected'"

PS: I have used the same unattend file for previous month image and it worked fine.
