how to set_timezone?
follow this link, just user_data.file attach to instances?

You need a cloud-config type userdata to be set for the instance:

set_timezone: Asia/Tbilisi

Hello. This is an issue unrelated to cloudbase-init. If you use OpenStack instances with fixed IPs, make sure the dhcp server is enabled for the used network or enable config drive as a metadata source. From the logs, the instance might not have gotten an IP.and there is no accessible metadata.
