can you put in a pastebin the logs from nova hyper-v compute node? I think there is the issue. Also, are you using the vhdx image from cloudbase.it?

If you are getting an error that there are not enough hosts available, it could be that the cell database was not refreshed. When a compute node is added, the cell database must be refreshed.

Run the following command on your controller:

su -s /bin/sh -c "nova-manage cell_v2 discover_hosts --verbose" nova

you can also set an appropriate interval in /etc/nova/nova.conf on your controller to automatically rediscover compute nodes every so many seconds:

[scheduler]
...
discover_hosts_in_cells_interval = 300

Let me know if that works.
