Avoid Reboot After Cloning Volume? [closed]

I've noticed that if I take a snapshot of a Windows volume and launch new instances based on that snapshot, everything works fine except after the first boot when launching, it almost immediately reboots the instance. After this second boot, it stays up.

I'm assuming this is a cloudbase cloud-init thing but not sure. If so, is it possible to get an image from a snapshot that won't reboot after the first boot?

Found it. Added allow_reboot=false to configuration file on disk for cloudbase-init resolved.

The reason why a reboot is performed by cloudbase-init, is that Windows requires a reboot after changing the hostname. Disabling the hostname plugin avoids the reboot.
