Cloud-Init on Windows stores conf/logs in Program Files

Programs that require writable files should keep those writable files in ProgramData. The Program Files directory should be considered read-only. Cloud-Init keeps config and log files in Program Files.

The location of the log files is configurable, see the "logdir" option in the config files.
