How to preserve the hostname

How can we restrict the cloudbase-init from changing the hostname of a VM after the first boot?

In case of Linux, I see that cloud-init has a parameter "preserve_hostname" [1].

Is there any such parameter available? Or just disabling the SetHostname Plugin will work?
