Sysprep cloudinit configuration

Good afternoon,

I am creating some images for my cloud and I have a question.

Is it possible to configure the cloudinit file, so that at the moment of realizing the sysprep by it, it delete all the accounts, of user? So I can only access my instance when creating a new user.
