Is there a way to modify the Cloudbase-Init behavior so that Sysprep does not run on subsequent reboots? [closed]

I’ve installed Cloudbase-Init on a Windows Server 2022 VM template. After installing it, I run Sysprep and shut down the VM. However, every time I need to update the template and boot it up, it automatically runs Sysprep again and forces me to reset the Administrator password.
