Launch Instance Fails with "Failed to allocate the network(s), not rescheduling."

Anyone seen this? I was able to install nova compute with vmagine at one point, then modify the configs to point to my real controller, but that does not work for me anymore (v-magine fails to install with "ValueError: new value non-existent cfs filesystem is not valid as a default fs type")

I'm able to see my hyper-v hypervisor in the dashboard, but not able to launch any instances.
