Openstack windows slow init

If I set a dns-server on my subnet for example 8.8.8.8 the init (metadata) will be very slow 1-2 hours. If I remove the dns-server from the subnet it's fast.

Any idea what that could be?

Can you please post your cloudbase-init logs in a pastebin add a link here?

Do you mean the instance log or something inside windows?
