Disable plugins for the first time run

I just want to enable only the plugin 'cloudbaseinit.plugins.windows.userdata.UserDataPlugin' for the first run of cloudbase-init after it is installed but for the rest of plugins I want to disable them.

So, can I do this way? --->

  1. install cloudbase-init in silent mode
  2. edit its configuration file 'cloudbase-init.conf' to disable the not to be used plugins
  3. reboot the vm to let cloudbase-init to take effect
