Unfortunately, some bits regarding how the drivers are loaded changed in Newton, and now the valid drivers are:
# clustered driver
compute_driver=compute_hyperv.cluster.driver.HyperVClusterDriver
# regular driver
compute_driver=compute_hyperv.driver.HyperVDriver
