You can check if cloudbase-init service has stopped. When the service stops, the initialization has succeeded.ended. For the moment, there is no flag that you can check if the cloudbase-init has succeeded. Cloudbase-init has plugins that it runs in a sequence, their state is saved in the registry keys (this is an internal implementation detail).
