Hi,
I suggest checking the Openstack controller conf files (e.g. nova api) and use the same keystone endpoint. It might be using a different url or port. Also, make sure to use the right address instead of localhost.
The wsgate logs might also provide useful information. It uses the "Application" Windows event log and the "wsgate" log source.
