We already have this in place here: https://github.com/stackforge/cloudbase-init/blob/c5ebf8deecaca633695a73af903def94b7825e66/cloudbaseinit/plugins/common/userdata.py#L156

Here are the exit codes:

1. 1001 -> just reboot
2. 1002 -> reexecute the plugin on next boot
3. 1003 -> reboot and reexecute the plugin on next boot
