The earliest version of the HyperVClusterDriver is Mitaka. But since it is quite a big feature, we can't backport it to Liberty, but the Mitaka driver can be adapted to work on Liberty, with some tweaks.

But if possible, I'd recommend upgrading to Mitaka or Newton. According to our performance tests, the Hyper-V drivers and neutron agents work a lot faster on Mitaka / Newton than on Liberty, not to mention higher reliability and newer features, especially for the newly released Windows / Hyper-V Server 2016.
