Windows Server 2016 fails on Administrators password

Hello,

I have ran in to situation when creating Windows Server 2016 virtual machine from template with Cloudbase-inti service starting process stacks on Administrators password prompt. While password isn't written I can't do anything. From unattended log I can see that password plugin loads, but says that "Updating password is not required". Where is problem?
