HyperV Nova Compute installer 'change' option broken

Using the 'change' option to update an existing installation (for example re-running HyperVNovaComputePike1600_1.msi) doesn't work correctly.

While changing the installed packages (for example to add Ceilometer) appears to properly install any newly selected service/executables and the service itself is started, there is no attempt to run the configuration wizard in the installer.

The result of this is that no conf files are generated for the newly installed service(s). The files are completely absent.

The only working option is to do a full uninstall and reinstall and reconfigure everything.
