Windows cloud-init password problem after upgrade

I have created a VM using windows 2019 cloud-init image created by cloudbase-init on PVE 6.3 and everything works fine.

Now I make a change in hardware, for example upgrading ram. after stop / start operation, the password which had been set previously by cloud init, would not work and I cannot login into VM.

This issue occurs only when there is an upgrade in resources. Only stop / start would not cause the issue.
