Strange behavior installing cloud-init in windows 2003 server

I have a windows 2003 R2 32 bits SP2 virtual machine, with the latest version of windows installer, when I try to install CloudbaseInitSetup_x86.msi, I doesn't appear the installation windows wizard. I tried to run the installer from command line and just appear the following message: Access denied I don't known why this is happen because I'm run it with Administrative privileges. Has anyone else observed this behavior?.

Windows Server 2003 is not supported anymore since July 2015, so we don't test the MSI on this OS version as part of our community effort.

Can you collect and share on paste.openstack.org the MSI install log?

msiexec /i CloudbaseInit.msi /l*v log.txt
